Honestly...bagging, bagging and bagging
Okay, today - dry run on my own horses who were due for their second vaccination today. Ironed out a few "bagging" problems....due to everything being double, triple and probably quadrupled bagged as a result of the GMO. Vaccination went very well, though one yearling didn't scan his microchip and had to re-chip him. Also vaccinated the Ballantynes three horses which was particularly satisfying as Rolly (32) certainly doesn't need a bout of EI.
Very nervous having the vaccine at all really, there is so much paperwork & rules, regulations and restrictions...... and so really itching to get it distributed and into the horses asap.

Approved!
The Kholo-Lake M cluster of EI uninfected horses APPROVED! Apart from a few nearest to the most recent IP at the end of the Lake M Valley. I will post the email sent to all below:
Hi everyone,
I just have had word that vaccine is approved for most of the Kholo-Lake M EI free group. All on the list have been approved this round except for those in relative close proximity to the infected IPs on Shepherds Rd. Those unable to be vaccinated this round include the remaining uninfected Steel Poppy horses, Norm & Mavis Kelly, Megan Kelly and Dennis Farry’s Lake horses. I fully expect these horses to go through on the next submission as the IPs out Shepherds Rd are resolved which would nearly the case by the time the vaccines are picked up, i.e. horses on Steel Poppy are out of their 30 day quarantine.
The horses on or near Skyline Drive were approved. It would appear that there has been very limited infection (only Tegan’s? ) on Skyline Drive. So yes, Don – yours are okay, so are Faye’s on Skyline and the rest of the list down the eastern side of Kholo Rd and those on Lake M Rd adjacent to Kholo Rd including Ablett’s, Crombie’s, Lenske’s, Taylor/Murphy/Simpson, Hansen’s, Ballantyne’s, Lupton’s, Kunde’s, Forrester/Smith, Halcrow’s and Sim’s.
I am still organising a decontamination kit at this point. So I will look at organising a vacc program starting early next week. So give it some thought about which days you would be able to arrange to be available. Remembering that infection isn’t such a pressing issue, so it won’t make any real difference if you are vaccinated early in the week or later, though I appreciate everyone would like to be done asap. I will contact everyone to arrange a time shortly. Email or phone me if you don’t hear from me over the weekend.
Note to Jan Rohweder your horses (and those on same property) missed the first block to be submitted, so they will go in the next submission which will be sent early next week. Whether or not they are approved will depend on their proximity to the nearest IP and how aged that IP is – I’m not sure that they will look at the topography/natural features, as if this were the case only the horses at the end of Lake M road would have missed out this time on the original submission.
The other vets in the Anstead area are having trouble getting horses approved b/c of the high density of horses, though it will happen as the IPs age and resolve. Faye this is the reason that Phil Rothwell’s horse would have been rejected first submission as well.
They are using our block of horses with its “natural topographical” EI barriers as a part of a strategic buffer zone of sorts to divide up the inner red zone. At least that’s the impression I was given by the presentation of the Vaccine Programme Manager at the meeting last night. I will attach the original document I sent with the K-LM details FYI.
I believe that once we have our horses seroconverted – vaccinated (probably 2 weeks after the 2nd vax) then we hopefully might expect local movement to be a possibility around the end of December -January – don’t hold your breath b/c it may well coincide with Christmas. By local movement I am referring to perhaps riding in the BFP/and BCC land once again/roads hereabouts. Trail ride down at the lake.....sort of thing. But they still have to work out how that can be managed. Hopefully if everything continues to go well the movement restrictions will gradually lessen. Some events may be a possibility early in the year & by June 2008 we might be back to normal. Don’t despair. We just have to sit tight with biosecurity and work out ways to amuse ourselves in the meantime. The real danger of imminent infection has passed in this area but we shouldn’t become complacent as regards being careful when we leave and return to the property.
The movement of PPHI horses for breeding that haven’t been vaccinated continues to be a problem but once the IPs around about have been resolved it should become less so. The Minden-Rosewood – Brisbane Valley area hereabouts and West Brisbane are looking very promising in this regard. We’re actually in a pretty good position if the infection continues to age and limited new infections are recorded.
The real hot spots that are the concern at this stage are roundabout the GC hinterland and north of Brisbane where there is quite alot of strategic vax to assist vac suppression – working around Samford. A bit of problem more northward around the Caboolture area (which I believe they are using vax suppression with as well) and a suspected infection (not good) at Buderim b/c it is bw inner and outer buffer zones – but they will also would work to vax suppress that if it is a true positive.

Tuesday Meeting at DPI Biosecurity Oxley
No temps this evening. First time since for over two months. Attended a Decontamination Accreditation & then EI meeting for Brisbane Vets wanting to vaccination at the Biosecurity Premises of QDPI, 53 Seventeenmilerocks Rd, Oxley. Meeting to start at 5pm, lucky to get started by 5.30pm.
Interesting demonstration re decontamination from a DPI inspector - I think his name was Brian McGahn (or similar). The Decon Kit is quite large and contains such things as buckets, brushes, detol, dishwashing detergent, screwdriver, sharps containers, hazard bags etc, 50-80 disposable overalls, spray pumps, spray bottles....zip lock bags, ties, garbage bags, paper towels, gloves etc.
After that the most interesting part of the evening was the "Where are we now" part of EI, and then with particular reference to the PPHI and vaccination strategy.
Rod Stephenson
Rick Webster
The Vaccination Programme Manager - Llyod Reeve-Johnson (Veterinarian)
Chief Veterinary Officer - Ron Granville (was notable for his absence)

Mad Monday
Feel like I've been on the phone all day today. One call after another. Tried to contact everyone and tidy up RP addresses and also get everyone to put vaccine requests down in writing with signatures. Spoken to Faye Morgan, Mavis Kelly, Sue Kunde, Jan Darling, Dennis S (by answer machine), Maurice, Jean Taylor and Tony Snell. Tony's horse it seems had the EI and it didn't sweep down the valley for whatever reason. Also have had contact with the DPI via Yvonne, processing my vaccine request which looks like a given at this stage. Recieved some paperwork in the mail from the DPI detailing the whole pig and spit.......unbelievable amount of paperwork and accountability associated with this thing. Have to sort a few things out tomorrow evening at THE meeting. Will be interesting.

NOVEMBER NEWSLETTER

UNBLOODYBELIEVEABLE!!!There is no other word for it! The three monkeys could have done a better job of organising this eradication campaign. For over 10 weeks my pleasure/ performance horse clients have watched this virus spread & watched their Thoroughbred & Standardbred neighbours getting vaccinated.
Finally word comes through; “There is a new buffer zone along the Gore Highway. They are going to vaccinate all horses in a 10km strip. Can we order vaccine?”“NO” says the DPI; There is no buffer zone. Even if it is on our web page; there is no buffer zone. It is a mistake! For 3 days!
Finally on Friday they ring to confirm that there is, in fact, a new buffer zone along the Gore Highway & we can order vaccine. All weekend we spend organising it; trying to get as many of our pleasure/performance horse clients done as possible. Monday- we start vaccinating as many horses as we can get our hands on. Monday night they announce “David Pascoe has decided to move the buffer zone” No more vaccinations can be done. Just by coincidence, it now passes right through Oakey & his practice will do most of the vaccinating!
I do understand his motives & probably the correct thing has been done but how did it get there in the first place & why did it take so long to be corrected? It is probably just another example of bureaucrats making decisions without consulting the people on the ground. I do feel for the DPI personnel; they are under-trained, under-informed & overworked but this is our livelihood they are playing with. Their decisions are sending people to the wall & changing our lifestyles for ever!
I am appalled to see that they are now offering to let some pleasure/performance people pay their veterinarians to do their vaccinations. I urge you not to accept their offer. To ask you to do that would be grossly unfair & unAustralian! The Thoroughbreds & Standardbreds have been done for free & the buffer zone horses will be done for free. To make the others pay is unjustifiable. It is the thin edge of the wedge to making everybody pay!
Having said that, I can understand that some of you might feel you have to vaccinate at your own expense. You must still apply to the DPI for approval. The attached file is the official application form. There are people who have the disease who are not reporting it. I do understandwhy you might not, but I strongly believe you should. Firstly it puts the lie to their ridiculous comments that they are containing the virus but, more importantly, it will be necessary for the DPI to have you registered as a infected property when the time comes for movement permits.
When we finally start to move horses again there will undoubtedly be restrictions on horses that have not been vaccinated & have not had the infection. The other thing which is unfair at the moment is the movement restrictions. Thoroughbreds can move to studs for service 2 weeks after their first vaccination. Other breeds must wait for 2 weeks after their second vaccinationat 30 days! A little racist don’t you think? Just forgetting the mistakes that have already been made in this eradication campaign, let us at least go on & finish the job and do it fairly.
There are a limited number of ways we can go on from here. We have established our “RED ZONE” & our buffer around it. Excellent! Now we must let the virus spread throughout the zone until every horse has been in contact or we must vaccinate 90% of the horses inside it. The trouble with the first option is the number of horses that have already been vaccinated. Only the small isolated groups are left & spread will be very slow. We will still be locked down this time next year waiting for it to gradually spread. It will keep showing up & at the most inopportune times i.e. at the start of the next breeding season!
We must vaccinate---everything! We must make it compulsory & if it is compulsory, it must be free!!!

Thursday - three weeks!
Well, had another good lot of soaking rain last night. At last. Dam looking that much better, well over three quarters full now....the ducks are happy.
Horses weren't tonight as their feeds were late. Noah got himself hot and bothered, as did Keema walking the fence. The humidity has gone through the roof - only one temp in the 37 range this evening
Keema 38.4 (pacing)
Noah 38.7 (racing around abit in his hot rug and hot and sweaty)

Frontier 38.5 (don't ask....just high normally!)
Oh and debriefing to be done at Oxley next Tuesday for the decontamination procedures etc etc, after passing the online quiz on EI, now have to get my practical certification.....so we can do this area!

Also been working on getting together list and details of the neighbourhood horses to submit to the DPI as a group for strategic vaccination. Rang Fay Morgan and it would appear that she didn't have it on Skyline Drive. Though Bob Sim on Lake Manchester Rd assures me that it was all along Swenson's Rd Mt Crosby. I think I have about 70 horses on my list that need vaccinating about 100 all up in the area.
